The Fees and Charges (Miscellaneous Provisions) Bill, 2022 was passed by Parliament on the 18th of July this year. The Bill seeks to provide a regular adjustment of fees and charges levied by public institutions in line with prevailing economic conditions. The Bill also seeks to address challenges in compliance with the requirements of the Fees and Charges (Miscellaneous Provisions) Act, 2018 (Act 983) and the Public Financial Management Regulations, 2019 (L.I. 2378).

The creation of the Fees and Charges Bill forms part of revenue mobilization measures set out in the Budget Statement and Economic Policy for the 2022 financial year.

The Bill is expected to review existing fees, impose new fees and provide an annual adjustment of fees and charges levied by ministries, departments and agencies. It will establish a single schedule of all fees and charges levied by ministries, departments and agencies, as well as create a simpler procedure to review of fees and charges.

The Fees and Charges (Miscellaneous Provisions) Bill, 2022 is however yet to receive presidential assent.
